Adding 2 hokuyo lidars in simulation creating issue

I am actually trying to simulate case of 2 lidars in gazebo-ros over a TURTLEBOT3 Model , on rviz laser data is fluctuating. What can be the reason?

Please post your exact configuration files and what you mean specifically by "fluctuating".
