Considering upgrading Kinetic soon, should I wait till Noetic?
Considering Noetic comes out in May and comes with Python 3.0 by default(since python 2.0 is out of support now), is there any reason I should still upgrade to Melodic instead?
I have hardware and quite a bit of dependencies. I expect a lot of things will be broken.

You should be able to just go to Melodic without any substantial changes. I think incrementally going is going to be gentler. Also once Noetic comes out, its still going to take a few months for all the dependencies and projects to be released, so there's going to be a waiting period. Depends on how immediate you need to upgrade.

I second this. Except that I believe the waiting period of "a few months" is too optimistic. Heck, even Kinetic still has more released packages than Melodic. So I'd suggest upgrading to Melodic now and Noetic maybe next year, or even 2022.

but what about python 3.0 support? Since 2.0 already expired, won't we have problems staying on melodic?

If Noetic has all the packages that you need, by all means go for it. Regarding Python 2: As long as Ubuntu Bionic is still supported, Python 2 will not disappear from it over night.
