COLCON_PREFIX_PATH showing empty path

I have ros2 dashing both build from binaries and also from scratch.When I do source /opt/ros/dashing/setup.bash the COLCON_PREFIX_PATH env variable should show me the path of its installation but it is not showing.

OS-ubuntu(binoic) 18.04

A issue has also been raised in ros2 by me (suab321321) in ros2 github.
