Reading a txt file on C++ [closed]

Hi everyone, I have a Cpp controller file that runs at 100 HZ. In the same directory, I have the trajectory as an excel sheet (I can provide it as a txt file too); the first column is the time at which each setpoint to be given. What I want to do is read one row from that file inside my Cpp script every time the script runs, which is 0.01 seconds interval. Any ideas on how to do that?

This doesn't read like a ROS question, but more of a general C++ one.
