How to combine robot data from ros_master_uri and velodyne VLP16 ?

I am having a robot with all odometry data and a velodyne vlp16 without imu sensor. how can I bring both robot odometry and velodyne point cloud together for building a map? I tried but I can see both separately. any help regarding this will be appreciated.
