I am having trouble connecting to the key server on ROS install into Ubuntu 18.04

I've already tried the ubuntu and mit alternate key servers but no luck.

After hitting sudo apt-key adv --keyserver 'hkp://keyserver.ubuntu.com:80' --recv-key C1CF6E31E6BADE8868B172B4F42ED6FBAB17C654

I get a request for system password then it just sits.
