Can you clarify why you ask this? Because yes, people have been successful using the Melodic port that MS has created on Windows 10.

The video you link to shows ROS on Windows Subsystem for Linux (WSL). The IEEE article you link to actually describes something else: Microsoft did a native port of ROS Melodic to Windows 10. That runs without WSL.
And the issue that the comments on the youtube video refer to ("no dirmngr") is ..
.. an issue with Ubuntu, not with ROS.
