If you're referring to turtlebot_simulator, then that package has not yet been released into Melodic, no.
Refer to #q294600 for what I believe is still the current status of the packages.
You can check status_page/ros_melodic_default.html?q=turtlebot to see which packages have been released.
I have posted how I installed turtlebot2 on ubuntu 18.04 and melodic. Please see at the bottom of this post.
I guess turtlebot3 simulation has been released for melodic.
