Does price of this product fall into the price that OP is asking ?,
For accuracy ±2cm, the price (https://marvelmind.com/product/starte...) is quite adequate. Lidar is great solution for "freeze" environment, not for real life.
The purpose of this site is try to help/guide the questions asked by users considering their requirements. The OP is clearly asking for LIDAR.
If OP wants to do collision avoidance, this so called "indoor GPS" will be doomed
I have used two that comes up to my mind;
Both of these are close to your budget , it might exceed a little depending on your supplier

Do you need 40m for an indoor application?
Is there a sensor range you want to target around? Its easier to get good recommendations when there are some requirements involved.
Actually, range < 12m is more reasonable, I was thinking of purchasing the YDLIDAR X4 (sample video).
It's A bit over your price change, but I really like my rplidar. It has a high scan rate and a good degree of accuracy.
