Which ROS packages to use quadcopter waypoint navigation using custom GPS sensor

I'm trying to find packages to do the following, especially ones that work with each other - 1. provide GPS data to quadcopter for waypoint navigation 2. modify the GPS sensor data (by changing the noise parameters)

Found the following - -> hector_gazebo_plugin allows me to define different GPS and IMU sensors based on varying noise parameters, which is great -> there is hector_quadcopter package as well but its not clear if I can do waypoint navigation with this, even though it can be interfaced with hector_gazebo_plugins. -> px4 or ardupilot SITL with MAVROS allows for defining waypoint navigation but how to supply GPS and IMU data to this? Haven't found many scripts for the specific Mavlink messages to be used.

Is there another possible solution that I have missed or would one of the methods mentioned above work better? Thanks!
