I have encountered this error 

Can "Upgrade" only to "WebSocket"

in section of 2 Create an html file control panel, when I run it http://127.0.0.1:9090. I have created html file based on link.

please, guide me. Thanks.

This tutorial is three years old, so maybe should rather try something more recent.
