dynamixel xl430-w250-t cannot rotate

I bought a dynamixel XL430-W250-T that was supposed to be used for the tuertlebot3 burger(one of the original one was broken). However, it doesn't rotate as the original one. I just connect it to the OPENCR and push the SW button. The new one doesn't rotate while the old one does. What is the problem?

I did uploaded it. However, the problem happens before that. In step 5, it said the robot will move while push and hold SW1(without any software setup, just after assembling). However, my right wheel(orginal) moves while my left(new one that bought separately) doesn't. I think the ID is the reason.
