How to obtain the nearest distance and angle to an obstacle using a lidar

Hi, I want to obtain the nearest distance and angle to an obstacle using a lidar from point cloud data. İs there any python or c++ code about this. And Is there any difference between the nearest object distance obtained at PointCloud and the distance obtained at LaserScan? So will we find the same values in both of them?
