rosbag file to PCD

Hi, Im trying to convert my pcap into a PCD so i first turned it into a rosbag and am now trying to convert it into a PCD so that it can be opened in CloudCompare or Point Cloud Library. Ive got a terminal running the roscore and opened up a new one with and entered in $rosrun pcl_ros bag_to_pcd /home/me/PROJECTDIR/trial.bag /velodyne_cloud_registered /home/me/PROJECTDIR/PCD_Trial"

The problem is that instead of files it just creates a folder in my directory with nothing in it. The end goal is to turn these pcaps into maps. Ive got my sources right (i think) and have the catkin ws under my PROJECTDIR folder. I'm new to ros kinetic but cant figure this one out. Thanks!
