how to understand speed_limiter in diff_drive_controller ?

Hello ,does any body use the ros_controller/ diffdrivecontroller ? I have some problem with the speed_limiter.cpp, especially confused with the "SpeedLimiter::limit(double& v, double v0, double v1, double dt)", how dose it work ?
