Clarification requested for Message type TwistStamped

Twist stamp has Linear and Angular velocities published. The value published, are they the points themselves or are they the orientation along the respective axis?

If they are orientation and not the points themselves, can I use setOrientation() from class rviz::Line to visualize the path traced by the robot?
