with robot localization and navigation, odom frame shift up and down in loop.

with robot localization and gmapping, odom frame alway shift up and down in loop. what's the issue? I published odom->base_link, no base_footprint frame. base_link has altitude, the /odom alway shift up to /base_link and down to zero. why? Thanks.
