elevation map or costmap_2d for velodyne or octomap

I have a Velodyne which generally I process with octomap.

I want to get an elevation map, for example with a costmap_2d.

Is there any tool to make this automatically? Or should I process the octomap or my own 3d voxel grid to get it?
