This is specifically after cloning the turtlebot3, turtlebot3_msgs and turlebot3_simulations
For turtlebot3 installation in Noetic, try using apt
instead:
$ sudo apt install ros-noetic-turtlebot3-simulations
$ sudo apt install ros-noetic-turtlebot3-msgs
$ sudo apt install ros-noetic-turtlebot3
