ROS 2 Foxy is not supported on Ubuntu Impish Indri (21.10), which is what Pop_OS is based on.
That's why apt returns you that error.
You can only install Foxy using apt on Ubuntu Focal (20.04) and derivatives of that. It's quite clearly stated which platforms are supported on the page you link:
