I believe it would be possible, as long as you install for example Ubuntu 20.04, you could install ROS Noetic.

There are images for Ubuntu 20.04 at this link: https://wiki.odroid.com/odroid-c4/os_images/ubuntu

Once Ubuntu installed, I believe you could use the same instructions used as in RPi 4 for ROS installation, as they are similar specs with Odroid-C4: https://ubuntu.com/download/raspberry-pi

I haven't tried this, but that's how I will approach it. Hope it helps. I couldn't find a specific tutorial either.
