problem solved :) after I runsource devel/setup.bash.

It seems ridiculous. I thought I would never need to run source devel/setup.bash if I edited .bashrc first

The more senible reason is that I download the latest package from github through

git clone https://github.com/robopeak/rplidar_ros.git
