I'm using noetic already in 5.9.14-arch1-1 (ArchLinux) the problem is you have not create your own workspace Catkin_Make . Problem Has Solved just create by follow this instructions http://wiki.ros.org/catkin/Tutorials/create_a_workspace. And try run roscore. Thank you :D
