Did you try building with catkin_make -j1?

How much swap do you have enabled? I recently also got stuck while building a (different) package.

Maybe check https://emanual.robotis.com/docs/en/platform/turtlebot3/ros2_setup/#add-swap-space the instructions for setting up the swap should work for you. My problem was only resolved after setting up 2GB of Swap.
