What OS are you trying to install ROS indigo? ROS Indigo ONLY supports Saucy (13.10) and Trusty (14.04) for debian packages.

Also, Indigo has reached end-of-life and is not actively supported any more: http://wiki.ros.org/Distributions

Currently the recommended distribution is Noetic.

Currently the recommended distribution is Noetic.Noetic, but judging by the output of your rosdep, you must be on Ubuntu 16.04. You should replace ros-indigo for ros-kinetic on all the package names of the sudo apt-get install command
