That looks to be the deployed version of a few generated repos/tools. I think it depends on what you have an issue with. It has the content of at minimum the ros2 docs repo: https://github.com/ros2/ros2_documentation but has more.
The top level description links to: https://github.com/ros-infrastructure/rosindex saying it generated the content. That repo has an issue tracker and says its the source.
