Is it the ros mirror source that is wrong?
The package repository at mirrors.ustc.edu.cn
is in an inconsistent state.
Either their files are corrupted, or you ran apt update
precisely at the time they were updating their mirror (ie: downloading packages from packages.ros.org
).
If this problem persists (ie: even after retrying a few times, for instance tomorrow), you should contact the mirror administrator and ask them to check their mirror.
According to wiki/Mirrors, the administrator for the USTC mirror is: USTC LUG <lug AT ustc DOT edu DOT cn>
.

Is it the ros mirror source that is wrong?
The package repository at problem does not appear to be the ROS mirror (ie: USTC), but the mirror you have configured for Ubuntu:
mirrors.ustc.edu.cnGet:3 http://220.112.193.195/files/1116000006474FFE/mirrors.cqu.edu.cn/ubuntu bionic/main amd64 Packages [481 kB] Err:3 http://220.112.193.195/files/1116000006474FFE/mirrors.cqu.edu.cn/ubuntu bionic/main amd64 Packages
Notice how the error message mentions 220.112.193.195/files/1116000006474FFE/mirrors.cqu.edu.cn/ubuntu
, which is in an inconsistent state.not the USTC ROS mirror.

Edit:
I tried to update the ros mirror source on May 28, May 29, and May 30.
The problem is not the ROS mirrors.
The repository at 220.112.193.195/files/1116000006474FFE/mirrors.cqu.edu.cn/ubuntu
