I've been doing this from troy straszheim's old catkin guide which is still almost exactly relevant.
A working rosinstaller you can build off (just drop the four or five stacks of ours at the bottom and add your own) is here:

To start your rosinstall, make sure you have rosinstall updated to the latest version and run it with the --catkin option:
rosinstall --catkin /opt/catkin https://raw.github.com/yujinrobot/catkin_issues/master/catkin.rosinstall
