initial version

This works....I am not sure how to get ride of the second endcoding reference or even if it is necessary. Will update this post if I find out.

  cv::Mat cv_frame32 = cv_bridge::toCvCopy(msgD,sensor_msgs::image_encodings::TYPE_16UC1)->image;         
  sensor_msgs::ImagePtr msg = cv_bridge::CvImage(std_msgs::Header(), sensor_msgs::image_encodings::TYPE_16UC1, cv_frame32).toImageMsg();
