Thanks ahhendrix. As it turns out there was a zero length file named ?p?@@ in the //opt/ros/kinetic/lib/moveit_setup_assistant directory. I don't know how it got there as this is a clean installation of Kinetic. But all is well and Setup Assistant runs.
