I just tried mayfieldrobotics/ros-virtual-cam out on a jade/14.04 system, looked fine. One thing odd about it is the tclap dependency, which is in Ubuntu as libtclap-dev (why not use ros to get arguments, params?).

sudo pip install v4l2capture

Update It looks like that page is no longer available, there is https://libraries.io/github/mayfieldrobotics/ros-virtual-cam, but it points to a private repository that can't be cloned :(
