I "think" :

The nine dots or holes represent pluggability, adaptability, extensibility, versatility etc. etc. Reminds me of array of connections pins/sockets , general PCB holes ( or bread board) , mounting plate holes ( as Bill Smart already have answered) , a tic-tac-toe game board ( artificial intellignece eh?) , pattern lock on phone etc. etc.

In short, you can fill the holes with your imagination , or connect the dots to shape your imagination.. and so on.

I searched to find an explanation in RoS site , but did not find any.
