If you add source devel/setup.bash to your bashrc it will automatically source it as soon as you open the terminal.

If you add source devel/setup.bash~/ROS_WS/devel/setup.bash to your bashrc it will automatically source it as soon as you open the ~~terminal.~~ terminal.
