If you're developing with Hydro, your best (and only non EOL) choice for ROS distribution is 12.04. Since it's LTS, it will be receiving support and updates on the important bits (i.e. libraries, kernel) until 2017.

If you want to take advantage of a newer distribution - 14.04 (supported until 2019), the migration to indigo for most code is trivial, and fairly painless for the rest.
