I am trying to resolve the related problem in this question that show the global cost map laser map 180 deg off. That is the light blue cresent. I believe this is causing local odometry calculation to go off. http://answers.ros.org/question/93686/preplexing-local-cost-map-problem/

In that case it seems like you're trying to hack-fix a problem that occurred somewhere else. I'd highly recommend to not do that and fix the original problem instead.

I have been trying to understand the nature of the issue. So for no one has been able to give insight or where to start to look and I am making no progress on my own. Hence the hack.

To "apply the hack correctly" you'd need to know, where to apply it and where not. In my experience this will either get you in a lot more trouble or you'll need to figure out the original problem for this. I also don't know a straight-forward way besides turning the physical image.
