Executing action server but nothing is ready

Hi,

I have a problem with action server. I do simple test with action server and action client and on random request servers node throw exception: terminate called after throwing an instance of 'std::runtime_error' what(): Executing action server but nothing is ready

I took service exemple from ros documentation and used cyclone dds implimentation: https://docs.ros.org/en/iron/Tutorials/Intermediate/Writing-an-Action-Server-Client/Cpp.html

Ros2 version: Iron Irwini

OS: Ubuntu 20.04

Pakage: rclcpp
