What is the difference between the ros2 launch and launch_ros repos?

I've found myself looking at both of these repos: https://github.com/ros2/launch/tree/rolling https://github.com/ros2/launch_ros/tree/rolling

It's not totally clear why both of these exist, and why they are different repos.
