Difference between launch.actions and launch_ros.actions

I been trying to understand launch file for ros2 a while,

something that i couldn't understand is launch.actions and launch_ros.actions.

what is the difference and why they made simmilar name modules?

what are the main reason that there is two modules?

This might not a important question but it helps me to understand and remember more easily.
