For new REP 147 proposed OdometryWithAcceleration message

Why would proposed OdometryWithAcceleration be proposed using geometrymsgs/TwistWithCovariance when there is a geometrymsgs/AccelWithCovariance?

REP 147 it should be updated. It was originally drafted prior to Accel and AccelWithCovariance being added.
