how to create planner map and predefined location info?

I am trying to simulate a simple version of golf course lawn mower specifically for fairway. So I need to import the golf course layout in 2D planner and predefined location information such as fairway, rough or green depending on its location.

Is there anyway how I could import planner version of a map?

How should I tell the robot where in golf course it is located?
