`lookupTransform` polling behavior change in ROS2

Hi,

ROS1 seems to sleep for an interval of (timeout / 100) before polling for the transform. But ROS2 seems to sleep for a fixed interval of 10ms before polling for a transform. Why the change in behavior? Why the fixed sleep interval?
