move_base is not working when running on multiple machines

Hello there, community. I am launching the driver of turtlebot base (kobuki) and the lidar sensor on the raspberry mounted on top of the robot. I want the movebase package to be launched on my PC. I can get the whole data (all of the rostopics e.g. scan, odom, tf...) from the ros master which is set to the raspberry pi ip. However, the movebase can't publish the plan, and it works when I launch it on the raspberry pi.
