How to configure correct settings of global costmap plugins?(Spatio temporal voxel layer )

I'm trying to use Spatio temporal voxel layer in navigation2.

Even though local voxel map is correct, global voxel map is not correct. The obstacle only appears in local map.

How do I configure global costmap in proper way?

The problem is incorrect settings of tf. I can see the evidence.
