rqt: scaling issues with 4k monitor

I experience some scaling issues under Ubuntu 20.04 with Noetic, see:

Display settings:

The scaling/container size seems to be inappropriate
In rqt_bag: The blue vertical lines are missing (not visible?)

The settings of the high resolution display are visible on the RHS of the screenshot. Any hints or tips? Is 4K/high resolution officially supported? Thx!

So there seem to be two things going on:

There is currently a bug in bag_timeline.py and this PR will fix the issue (mostly).
I tested the PR on my machine and the scaling still is an issue, see labels and icons here:
