Can you make your own computer a robot, sample USB camera, connect the wheel to com ports and remotely control them via wireless or bluetooth?

Yes.

If your computer is not a laptop, your main problem would be your power cord getting yanked out of the socket while you roll, but otherwise ROS got you covered.
