Ros melodic installation Connection failed [IP: 64.50.236.52 80]

I was trying to install ros melodic on ubuntu 18.04 but it was giving may connection failed error . one of them is :

 Err:19 http://packages.ros.org/ros/ubuntu bionic/main amd64 libgazebo9 amd64 9.0.0+dfsg5-3ubuntu1+ppa2

That host is online for me and I can connect to tcp#80 on that host.

Are you behind a firewall or (corporate) proxy of some kind?

It could also be a transient error (ie: try again and it may work).

Then it could very well be that is the cause of the problem.
