Is there a sensor range you want to target around? Its easier to get good recommendations when there are some requirements involved.

Actually, range < 12m is more reasonable, I was thinking of purchasing the YDLIDAR X4 (sample video).

It's A bit over your price change, but I really like my rplidar. It has a high scan rate and a good degree of accuracy.

For accuracy ±2cm, the price (https://marvelmind.com/product/starter-set-nia-02/) is quite adequate. Lidar is great solution for "freeze" environment, not for real life.

If OP wants to do collision avoidance, this so called "indoor GPS" will be doomed

I have used two that comes up to my mind;

  1. EAIBOT/ydlidar
  2. Slamtec/rplidar_ros

Both of these are close to your budget , it might exceed a little depending on your supplier
