Is it better to use ROS alone or Switch+ROS (NAT)? [closed]

My job is to do broadband access, I have a Huawei S5700-EI layer 3 switch, but I don't know how to do right now. I provide users are independent IP address (private network IP), each user has a VLAN. So if like this, is it to use a later 3 switch to do the administrator and then to go up with ROS (NAT), or to use the layer 3 switch as a layer 2 switch?
