What is the most efficient path for messages when trying to actuate based on sensor input?

I understand that each message is sent to and handled by the entire system. I wanted to clarify that the following processing path is the most efficient for implementation of an actuator based on system input.

sensor -> data processing -> actuator controller -> PID -> actuator
