Obstacle information in teb_local_planner

Hi, I am using teblocalplanner in navigation stack. Which package provides dynamic obstacles (teblocalplanner/ObstacleMsg) message to the teblocalplanner Please can anyone suggest me and Is there any other package in ros which provides information of dynamic obstacle?. Thank's in advanced.
